A six-inch diameter by thirty-six-inch long polyvinyl chloride tube is mounted horizontally or vertically to a wall using one-by-four wood blocking. Metal strapping wraps around the tube and is fastened to the wood blocking on both ends. Removable polyvinyl chloride caps are installed on both ends of the tube. The exterior of the tube is marked with the word plans and positioned at a maximum height of forty-eight inches above the finished floor. All exposed surfaces are finished with paint to match the adjacent wall.
