An eight-inch diameter galvanized schedule 40 steel pipe is filled with concrete and capped with a three-sixteenth-inch galvanized steel plate welded water-tight at the top. The pipe extends down through finish grade into a rectangular concrete encasement. Number five reinforcing bars eighteen inches long run through the tube each way within the concrete encasement.
