A guardrail or handrail post extends down into a one-foot-deep, quarter-inch-thick galvanized steel pipe sleeve embedded within a concrete wall. The post rests on a four-inch by four-inch by quarter-inch thick galvanized steel plate welded with a three-eighths-inch weld all around at its base. The annular space between the post and the pipe sleeve is filled with non-shrink epoxy grout, leaving a half-inch clearance at the top surface.
